ActionSA has appointed former Operation Dudula leader Zandile Dabula as its candidate for Member of the Mayoral Committee (MMC) for Human Settlements in Johannesburg, as part of its broader governance team ahead of the 2026 local government elections.
The announcement was made today as ActionSA leader Herman Mashaba unveiled the party’s Mayoral Campaign Governance Team for the City of Johannesburg.
Mashaba said the team will lead #OperationFixJoburg across key municipal portfolios. He said Johannesburg is in crisis and requires decisive leadership, not slogans. He added that the city needs ethical leadership focused on restoring service delivery and economic growth.
He said the team consists of professionals with experience in government, business and civil society. Each member has been aligned to a municipal department and is expected to serve in leadership roles if ActionSA wins the city in the upcoming elections.

Dabula previously led Operation Dudula, a civic movement known for raising concerns around illegal immigration, hijacked buildings and housing pressure in urban areas. She has engaged government leaders, led demonstrations and taken part in national discussions on migration and housing challenges.
ActionSA said her appointment forms part of its plan to address human settlements issues, including hijacked buildings and informal settlements in Johannesburg.
Dabula said she has joined ActionSA as MMC for Human Settlements and pledged to “take back all our hijacked buildings” and address illegal squatter camps.
The party said its governance team reflects its aim to restore service delivery, strengthen municipal capacity and improve accountability across Johannesburg.
